Job Description

Job Summary

The Human Resources Manager is responsible for managing day-to-day HR operations while ensuring compliance with employment laws and company policies. This role is hands-on and operational, supporting employees, payroll coordination, onboarding, employee relations, and basic HR strategy. It is ideal for an experienced HR professional in a growing organization who can work independently and build structure as the company scales.

Key Responsibilities

HR Operations and Employee Relations

• Manage employee onboarding and offboarding processes

• Serve as the primary point of contact for employee questions related to policies, benefits, and workplace issues

• Address employee relations matters and escalate sensitive issues when necessary

• Maintain accurate and confidential employee records

Payroll, Timekeeping, and Benefits Support

• Oversee payroll preparation, timekeeping, mileage reimbursements, and payroll submissions

• Coordinate with payroll providers and benefits administrators

• Ensure accurate classification of employees and contractors

• Support annual processes such as open enrollment and year-end documentation

Compliance and Risk Management

• Ensure compliance with federal, state, and local employment laws, including California labor regulations

• Maintain required documentation including I 9s, wage notices, and personnel files

• Coordinate workers’ compensation, leave management, and required postings

• Assist with audits, claims, and regulatory inquiries

Recruiting and Staffing

• Manage recruiting efforts, including job postings, interview coordination, and offer letters

• Support hiring managers with candidate selection and onboarding

• Oversee background checks and pre-employment requirements

Policy and Process Development

• Maintain and update employee handbook, HR policies, and procedures

• Develop and improve HR processes to support company growth

• Assist leadership with performance management and disciplinary processes

Leadership and Internal Support

• Support managers with coaching, performance issues, and documentation

• Help foster a positive workplace culture

• Provide HR reporting and insights to leadership as needed

Qualifications

Required

• Bachelor’s degree in Human Resources, Business Administration, or related field preferred

• Three to five years of progressive HR experience

• Strong working knowledge of employment laws and HR best practices

• Experience with payroll, benefits administration, and employee relations

• Excellent organizational, communication, and problem-solving skills

• High level of discretion and professionalism

• Bilingual - Spanish

Preferred

• Experience in construction, restoration, or field-based work environments

• Familiarity with California employment regulations

• HR certification such as SHRM-CP or PHR
