Job Description

The Philadelphia Housing Authority, America's fourth largest public housing authority and leader in real estate development and property management is seeking an Environmental Engineer.

Summary

Under General Supervision, is responsible for the overall environmental compliance for the Philadelphia Housing Authority by Appling for and obtaining HUD environmental reviews, in regards but not limited to CFR 24 part 50 and 58. Targeting, abating and monitoring health, safety and building deficiencies that may contribute to environmental hazards that include, but are not limited to; mold, lead, asbestos, biohazards and extermination. Leads the inspection and abatement of residential environmental issues, and special environmental projects such as, remediation and mitigation of ecological contamination, and environmental restoration .

Annual Salary: $65,700.00 - $83,800.00. Placement at any specific point within the stated range is not guaranteed for any candidate. Final compensation will be determined based on the selected candidate's qualifications, experience, and skills, as well as internal equity and organizational considerations.

  • Ensures compliance with HUD CFR part 50 and 58 and all associated regulations for all existing and future projects.
  • Inspects PHA units with environmental concerns; analyzes problems and prepares condition reports.
  • Designs and coordinates the implementation of remediation solutions; monitors and manages completion of environmental and extermination service orders.
  • Leads the inspection and abatement of residential environmental issues, including asbestos, lead paint, mold, hazardous materials, hazardous materials, pests, and biological contamination.
  • Leads environmental abatement projects such as remediation and mitigation of ecological contamination, and environmental restoration, including problems with asbestos and mold; designs solutions and manages PHA staff and contractors to resolve problems.
  • Leads in the removal of bio hazardous waste such as; blood matter, human and animal remains, sanitary waste, etc., from PHA properties.
  • Performs preventive maintenance inspections to identify deficiencies and comply with HUD Real Estate Assessment Center (REAC) reporting requirements.
  • Prepares capital needs evaluations to identify housing site deficiencies and develops funding plan estimates required to resolve issues.
  • Inspects new construction and major renovation projects for PHA buildings.
  • Prepares permit applications for regional regulatory agencies.
  • Ensures that established environmental code standards are met and/or exceeded.
  • Serves as a consultant and advisor to PHA employees, residents and contractors rehabbing properties.
  • Fills out applications and get approvals for HUD and other regulatory clearances
  • Fills out applications and get approvals for State Historic Preservation Office, Federal Historic preservation and Philadelphia Historic regulatory clearances
  • Develops policies, technical reports, environmental surveys and assessments and training modules to educate and notify PHA staff and tenants.
  • Reviews terms and conditions of contracts, and reviews and processes invoices and payments.
  • Reviews technical documents, and approves payment of requisitions and purchase orders.
  • Reviews contracts, records, and database; and assures the accuracy of the information; compiles information and prepares reports.
  • Assigns and reviews work of assigned staff; meets regularly with staff and contractors to discuss and resolve technical issues, priorities, problems, and workload.
  • Stays abreast of trends and innovations in environmental contamination issues and policies.
  • Maintains absolute confidentiality of work-related issues and PHA information; performs related duties and responsibilities as assigned.

  • Reviewing procurement contracts, and assuring compliance with Commonwealth, Federal, and HUD contracting and operational regulations.
  • Reviewing and verifying contracts and technical documents.
  • Interpreting and applying Commonwealth and Federal contracting rules and regulations.
  • Interacting with people of different social, economic, and ethnic backgrounds.
  • Establishing and maintaining effective working relationships with co-workers.
  • Operating a personal computer utilizing standard and specialized software.
  • Communicating effectively verbally and in writing.

Certifications, Licenses required

  • A valid Commonwealth of Pennsylvania Driver's License is required.
  • Registration as a Professional Engineer with Pennsylvania State Bureau of Professional and Occupational Affairs, or a Master's Degree in Environmental or Civil Engineering, or a related field is desirable.

Minimum education

Bachelor’s Degree in Environmental or Civil Engineering, or a related field; AND

Three (3) to Five (5) years’ experience in public sector environmental engineering; OR an equivalent combination of education, training and experience.
